January 28, 2021 - The Department of Labor and Employment Quezon Provincial Office, being the lead agency of the Sectoral Unification Capacity Building and Empowerment (SUCBEM) Cluster of the Quezon Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC), met with the officials of the Local Government of Mauban, the Philippine National Police and the 201st Infantry Brigade of the Philippine Army to assess the situation of workers in a mini hydro power plant construction in Cagsiay II, Mauban, Quezon.

 The meeting is a follow up activity initiated by DOLE Quezon after it conducted an Occupational Safety and Health investigation at the construction site of the said power plant.  The accident left one fatality due to drowning caused by the absence of safety devices along the spillway where workers used to cross going in and out of the project site.  A Work Stoppage Order (WSO) issued by DOLE IV-A Regional Director Henry John S. Jalbuena was served to the owner, Enervantage Suppliers Co., Inc., to halt all construction activities on site until the presence of imminent danger is abated.

The issues related to the working condition of the workers as well as compliance to general labor standards by the owner were discussed to prevent possible exploitation of the same by the communist armed group which has a notable presence in the area.

 In response, the power plant owner commit to comply with the WSO while the Philippine Army and the local PNP vowed to provide support, if necessary, in the implementation of the Order and security of both the workers and the community.  On the other hand, DOLE and the Local Government of Mauban will continue to look for more possible ways to assist the community in Cagsiay II through different interventions from both public and private sectors which will strengthen people’s trust in the government.

 The meeting was facilitated by PTF SUCBEM Convenor and DOLE QPO Head Edwin T. Hernandez together with Safety Engineer Donna Melany R. Abanilla.  It was attended by Mauban Mayor Marita T. Llamas, Vice Mayor Marivel M. Trinidad, Public Employment Service Office Manager Mayanne Unlayao, Business Permit and Licensing Officer Mary Ann Lapiña, Lt. Col. Edward F. Canlas of the 59IB, 2ID Philippine Army, PNP Mauban Acting Chief of Police PCapt. Vanessa F. Sayson, Barangay officials of Cagsiay II and III and the representatives of Enervantage Suppliers Co., Inc.
