Department of Labor and Employment Secretary Silvestre H. Bello III led the mass payout of cash and livelihood assistance to beneficiaries under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program, COVID-19 Adjustment Measures Program (CAMP), and Integrated Livelihood Program on May 13, 2021 at Brgy. Silanganan, Dolores, Quezon.

During the said event, 6 individual livelihood projects were released in the total amount of P175,600.25 and Certificates of Eligibility to avail NegoKart projects was awarded to 2 beneficiaries.

A rice retailing livelihood project worth P999,138.00 was released to 17 KALIPI organizations in Dolores composed of 698 women beneficiaries. The project will be implemented through Direct Administration of DOLE Quezon Provincial Office and to be monitored by the Municipal Government of Dolores through its Public Employment Service Office (PESO). The store which includes land and space will be the counterpart of the beneficiaries in their respective barangays.

Furthermore, with the re-opening of the application for CAMP Education in Quezon through the initiative of Quezon 2nd District Representative David C. Suarez, a total of 86 school applicants with 931 affected workers have been approved by the DOLE IV-A for the Quezon’s 2nd district. The total amount of financial assistance which corresponds to the number of approved beneficiaries is P4,655,000.

The Palawan transaction codes for the 69 TUPAD beneficiaries from Dolores were also given in the same event.


Sec. Bello said that department is committed to deliver its programs and services to the workers especially during the time of pandemic.

“Ang utos sa akin ng Presidente Duterte ay ibigay ang pera sa tao sapagkat ang pera na hawak ng Department of Labor and Employment ay pera ng tao yan kaya nararapat na ibigay sa tao yan,” he said.

According to Sec. Bello, DOLE continuously holds massive payout activities to ensure DOLE’s assistance is delivered to the beneficiaries during the COVID-19 pandemic the soonest possible time as directed by President Duterte.

Sec. Bello also committed to provide cash for work assistance to 300 youths during this community quarantine while waiting for the resumption of face-to-face classes.

Also present during the said payout were Quezon 2nd District Representative David C. Suarez, Dolores Mayor Orlan A. Calayag, DOLE Undersecretary Renato L. Ebarle, BWSC Director Ma. Karina Perida-Trayvilla, IPS Director Raul M. Francia, DOLE IV-A Regional Director Exequiel Ronie A. Guzman, DOLE IV-A OIC-Assistant Regional Director Atty. Nepomuceno A. Leaño II and DOLE Quezon Provincial Head Edwin T. Hernandez.
