The Department of Labor and Employment Quezon Provincial Office (DOLE QPO) once again showed the importance and responsiveness of its emergency employment program especially during the ongoing pandemic as it continues to assist the displaced and disadvantage workers in the province.

Senator Joel Villanueva personally met the beneficiaries from the Municipalities of Pagbilao, Sariaya and Candelaria and the City of Lucena. He also personally supervised the payout and orientation of the TUPAD program to identify the gaps in implementation as well as the need for improvement in the exercise of his oversight function as the chair of the Senate Committee on Labor.

“I am very delighted to see how the government, through DOLE, is able to bring assistance and relief to our workers especially during this COVID-19 pandemic” says Senator Villanueva.


DOLE Quezon Provincial Head Mr. Edwin T. Hernandez mentioned that the assistance is one of DOLE’s critical pandemic response programs under the Bayanihan to Recover as One Act (BAYANIHAN 2).

“With the economic effects of the COVID-19 pandemic to the informal sector, the primordial objective of DOLE is to intensify the implementation of TUPAD in Quezon Province to help augment the incomes of displaced and disadvantage workers,” Mr. Hernandez said.

Each worker received the amount of P4,000 as payment of the salary for work done in 10 days. In Pagbilao, 111 beneficiaries received a total amount of P444,000 while 223 workers in Sariaya received a total amount of P892,000. Meanwhile, 338 beneficiaries attended the orientations in Lucena City and Candelaria.


In Pagbilao, one of the TUPAD beneficiaries, expressed her sincere gratitude to Senator Villanueva and DOLE as they were chosen as one of the beneficiaries of the TUPAD Program.

“Kami pong lahat ay nagpapasalamat kay Senator Villanueva at sa DOLE dahil sa pagpili sa amin upang maging benepisyaryo ng TUPAD. Napakalaking tulong po ito sa amin lalo na ngayon sa panahon ng pandemya,” she said.

TUPAD or Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers,

In 2020, the Tulong Panghanapbuhay sa Displaced/ Disadvantaged workers program or TUPAD was among the financial assistance funded by the government to mitigate the impact of loss of income especially among daily wage earners.
