Former members of the communist terrorist group (CTG) from the far-flung areas in the Municipalities of Infanta, Real, Mauban and Sariaya in the Province of Quezon were provided with livelihood packages by the Department of Labor and Employment Quezon Provincial Office (DOLE QPO) as part of its convergent programs and services in support of the Regional and Provincial Task Forces to End Local Communist Armed Conflict (RPTF-ELCAC).

In the said event held on December 22, 2021 at the headquarters of the 1st Infantry Battalion, 2nd Infantry Division of the Philippine Army in Brgy. Tongohin, Infanta, Quezon, the livelihood projects in the form of sari-sari store packages worth P420,193.00 were given to fourteen (14) former rebels with the hope to assist them to generate income that can suffice basic and financial needs as they reintegrate back to their respective communities.


DOLE QPO Head Mr. Edwin T. Hernandez mentioned that the said livelihood assistance will help the former rebels to escape unemployment and make them become independent and resilient self-employed individuals.

“Our office will always be here to empower the former rebels to become self-reliant individuals and help them earn a living through the provision of this livelihood assistance under DOLE Quezon’s Hanap Buhay Para sa Bagong Buhay, an initiative of our office to encourage returnees to choose livelihood over armed struggle,” he added.

Mr. Hernandez also requested the beneficiaries to take care of the government's aid since this is a way for them to provide a better future for their loved ones and will also enable them to send their children to school and live a modest life.

Elmer (not his real name), one of the beneficiaries, thanked DOLE Quezon for the livelihood package by saying, "Mas madali na po ang aming buhay ngayong nagbalik-loob na kami sa lipunan. Napakahirap ng buhay namin noon dahil nananahan kami sa kagubatan at kabundukan, pero ngayon nararamdaman na namin ang gobyerno dahil sa inyong tulong at serbisyo.”

(Our lives are easier now that we have returned to the folds of the law. Our life was very difficult then because we live in the forests and mountains, but now we can already feel the government because of your assistance and services.)


The said activity was witnessed by Project Facilitator CPL Muhmar R. Failano, Battalion Sergeant Major Manuel B De Leon (Inf) PA, Commanding Officer LTC Danilo V. Escandor INF (GSC) PA, and DOLE QPO Livelihood Alternate Focal Person Kim Darren Pabilonia.

The ELCAC initiative is based on Executive Order (EO) No. 70 series 2018, which institutionalizes the “whole-of-nation” approach to end local insurgency towards the attainment of sustainable and inclusive peace.
