To strengthen conciliation and mediation as a voluntary mode of dispute settlement for all labor cases in the province, the Department of Labor and Employment-Batangas Provincial Office (DOLE BPO) initiated the conduct of a training orientation to select office personnel held at Lipa City, Batangas last April 27.

Director Edgar Aquino of the National Conciliation and Mediation Board Region IV-A (NCMB IV-A), headed their team in facilitating the one-day training orientation about the Department Order No. 151-16 and the Implementing Rules and Regulations (IRR) of RA No. 10396 that aimed to refresh the course for seasoned Single Entry Assistant Desk Officers (SEADOs) and to equip other personnel with skills as future SEADOs.


During the training, Conciliator-Mediator Cora Feji talked about the multifaceted roles and qualities of a SEADO upholding the values of integrity and courtesy.

Meanwhile, Conciliator-Mediator NCMB IV-A Atty. Jovit Moranco provided a thorough discussion on the IRR of RA No. 10396 and the labor and employment-related issues with exemptions.


Atty. Monaco also emphasized the 30-day mandatory conciliation-mediation period and the process for the filing of a Request For Assistance (RFA), actions needed, issuance of referral, and the settlement agreement.

Furthermore, Ms. Michelle Jean Oliver-Reñido, Conciliator-Mediator of RCMB4A, shared essential strategies for effective conciliation-mediation and conflict resolution.


To cap the training, attendees participated in a workshop where they reenacted various situations involving Single Entry Approach (SEnA) cases.

After the workshop, participants and facilitators shared their feedback and queries about handling those situations.

Director Aquino reiterated the importance of clarifying the concerns of the respondent and that both parties should have a clear understanding of the minutes of the whole proceedings.


DOLE BPO Director Predelma Tan extended her gratitude to Region IV-A NCMB Director Edgar G. Aquino for their time and commitment to providing substantial discussions on measures to effectively and efficiently settle SEnA cases to the attendees.

Director Aquino recognized BPO’s initiative as the first provincial office in the region to hold the training orientation to select DOLE employees.

DOLE BPO hopes that the seminar will enable its personnel to provide better service and assistance to labor and employment-related concerns of Batangeños.
