DOLE IV-A STRENGTHENS IMPLEMENTATION OF CASH ASSISTANCE TO BIOETHANOL PLANT WORKERS

To establish a detailed process flow in the Financial Benefit Fund (FBF) implementation, the Department of Labor and Employment Regional Office No. IV-A (CALABARZON) officially opened an FBF account through the Landbank of the Philippines held at Balayan, Batangas last May 6.

DOLE IV-A Regional Director, Exequiel Ronie A. Guzman led the opening of the FBF account together with DOLE Batangas Senior Labor and Employment Officer Darius Allan Lubis and Social Amelioration and Welfare Program (SAWP) Community Facilitator Lillosa Madrigal, in cooperation with the four bioethanol plants located in the first district of Batangas.

Also present during the establishment of the account are the representatives from Progreen Agricorp. Inc. - Balayan and Nasugbu, Balayan Distillery Inc. - Calaca, and Absolut Distillers Inc - Lian.

The newly opened FBF account aims to systemize the distribution and administration of the financial benefit assistance to selected workers of the mentioned bioethanol plants.

According to the DOLE Department Order No. 222 series of 2021, the FBF shall annually allocate 80 percent of the SAWP Lien collection as cash benefit to qualified bioethanol plant workers.

Meanwhile, the remaining 15 percent shall be allocated for the Socio-Economic Program Fund of the workers and their dependents, and the five percent shall be allotted for the Administrative Expense Fund of the account.

As an account first-of-its-kind, the FBF Landbank account underwent a series of strict processes and completed with the requirements of the bank before its successful opening.

DOLE aims to fully execute the financial benefit assistance through the newly-opened account within the year for the benefit of the selected bioethanol workers in the province.
