DOLE CALABARZON TRAINS PROGRAM COORDINATORS ON CUSTOMER SERVICE

One hundred fifty-six (156) program coordinators, focal persons and other key officials and personnel attended a two-day training on customer service and implementing guidelines on the DOLE Integrated Livelihood and Emergency Employment Program or DILEEP organized by the Employment and Welfare Division of the Department of Labor and Employment Regional Office No. IV-A (DOLE IV-A) held on 19-20 May 2022 at Club Balai Isabel, Talisay, Batangas.

The activity is aimed at enhancing the skills and competencies of the DOLE frontliners in promoting self-employment thereby increasing the income earning capacity of our marginalized sector. Being immersed in the program, it is also vital to have an effective communication and harmonious relationship with the program stakeholders, partners and beneficiaries.

 



Provincial Director Predelma M. Tan formally welcomed the participants as she hosts the event in the Province of Batangas. Dir. Tan also acknowledged her fellow provincial directors and heads and the program focal persons.

In his message, DOLE CALABARZON Regional Director Exequiel Ronie A. Guzman personally thanked the participants for their significant contributions to achieve the region’s targets in DILEEP Implementation.

“I would like to take this opportunity to express my profound gratitude to all of you for serving in the frontline and delivering the mandate of the DOLE in the grassroots level especially in this time of crisis,” Director Guzman said. He added that “in 2021, 90% of the Regional Office funds are for our livelihood and emergency employment program, and it is just appropriate to acknowledge your significant contributions and efforts in delivering these programs to our constituents here in CALABARZON.”

As of April 2022, around P1.88 billion has already been downloaded to DOLE CALABARZON for the implementation of its emergency employment program or the Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged workers (TUPAD). To effectively implement the program, coordinators and focal persons are expected to communicate the allocation to the proponents; assist in the profiling of beneficiaries and encoding of the same in the TUPAD system; evaluate documentary requirements; prepare documents for the procurement and distribution of personal protective equipment (PPEs); facilitate enrollment of the beneficiaries in the GSIS microinsurance; conduct orientations; assist in contract signing; monitor implementation; evaluate documentary requirements such as daily time records (DTRs) and payroll for disbursement; and process documents for payment of wages of beneficiaries.

 



The Department’s Kabuhayan Program is also given equal importance during the activity from the project inception until the awarding of livelihood grants to the target beneficiaries, and ensuring its sustainability.

During the program, Mr. Kim Daren Pabilonia of DOLE Quezon Provincial Office shared their province’s best practices in the delivery of the livelihood program, while Provincial Director Marivic B. Martinez talked on Rizal Province’s strategies in the implementation of TUPAD program which served as the Department’s banner project to mitigate the effects of the pandemic to the informal sector workers. The two Provincial Offices bagged the Regional Kabuhayan Awards in 2021.

The Regional Office’s internal management team likewise participated by providing the participants refresher on procurement processes and accounting rules so as to promote efficient processing and delivery of the program, and ensuring the full utilization and disbursement of funds.

Meanwhile, Employment and Welfare Division Chief Celia G. Ariola provided an orientation on Customer Service. During the discussion, the participants were able to identify their internal and external clients while Ms. Ariola presented and demonstrated the DOLE’s Customer Service Basics particularly in handling phone calls, receiving clients and handling difficult customers, among others, to achieve public service excellence.
