DOLE VENTURES TUPAD PAYOUT SYSTEM WITH USSC IN RIZAL

The Department of Labor and Employment CALABARZON through Rizal Provincial Office (DOLE Rizal) pilots its new payout system for the TUPAD program during the conduct of its payout in Rodriguez recently.

In partnership with Universal Storefront Services Corporation (USSC), DOLE-Rizal managed to test the efficiency of the financial management system that the USSC offers during the two-day payout of salaries to a total of 2,619 TUPAD beneficiaries from the different barangays in Rodriguez, Rizal.

To fast-track the process, DOLE-Rizal spearheaded the validation of identity of TUPAD beneficiaries by cross-checking their names in the payroll. TUPAD Focal Person Kristielle Joy C. Maglabe with the deployed TUPAD Coordinators gave the transaction codes to those beneficiaries who did not receive any text message from the remittance partner.

 



Aside from the on-site validation conducted by DOLE personnel, USSC uses their Online Stand-alone Storefront System (O3S) which is tailored-fit to the needs of the Department for the payout. In this system, the USSC inputs the unique transaction code of each beneficiary and gather additional details from them to further verify the identity of the beneficiaries. The remittance partner captures photos of the beneficiaries and their government-issued IDs and collects their digital signatures before distributing their PhP4,000.00 salary.

Louie Mamuad, Finance and Administrative Manager of USSC, said that through their system, they could fast-track the payment of salaries as the Department could check the status of the payout in real-time.

“It only took us one minute to process ‘yung payout nila. Very seamless kasi real-time siya. Anytime puwede nating malaman, ilan na ‘yung napay-out natin, sino-sino na ‘yung napay-out so ganoon po ang sistema natin,” Mamuad said.

USSC also makes sure that their system is well functioning to avoid service interruption during the payout. On-site technicians are on-standby so that they could easily troubleshoot or fix the system once they encounter system problems.

DOLE-Rizal Provincial Director Marivic B. Martinez shares that the Office will continue to use this mode of payment to prevent scams and other allegations on TUPAD salary regarding illegal deductions.

“Definitely, mauulit itong ganitong mode of payment para rin maiwasan ‘yung mga issues na may mga nagcucut [ng sweldo],” Martinez expressed.

 



Mamuad commended the provincial office for their smooth implementation of the payout as they ensured that the process of the Department was properly and well-coordinated with the USSC.

“’Yung implementation ng DOLE-Rizal, smooth, very smooth naman. Wala naman kaming na-encounter the problems like unverified bene[ficiaries]. Lahat kasi ay dumadaan muna sa kanila before pumanta sa amin. Maayos sila kasi nga very coordinated ‘yung process nila,” Mamuad added.

DOLE Rizal is the first provincial office in CALABARZON to implement this new payout system with USSC.

Previously, DOLE Rizal used two payout system for TUPAD. Either through direct administration wherein the DOLE representatives distribute the salaries to the beneficiaries in cash or through partner remittance center where the beneficiaries claim their salaries on the partnered remittance center of the Department.

TUPAD is the community-based package of assistance that intends to provide emergency employment to the informal sector workers, displaced, seasonal and underemployed workers. Usually, the beneficiary will work for 10-days in the form of community service like cleaning and sanitation of public places and government facilities. The duration of their work might be extended depending on the project that they are working on.
