The Department of Labor and Employment-CALABARZON through its Rizal Provincial Office (DOLE-Rizal) launched its first RA 9231 Awareness Seminar in Rizal province recently. The seminar caravan took place in the municipalities of Cainta, Rodriguez, Taytay, and the City Government of Antipolo, DOLE’s target areas for child labor profiling to be conducted this year.

In celebration of World Day Against Child Labor last June, DOLE-Rizal aims to increase awareness of different stakeholders about the facets of the law protecting working children, preventing and eliminating cases of child labor in the country. The Department also wanted to enlighten the members of the Sangguniang Bayan, Sangguniang Kabataan, Public Employment Service Office (PESO), and Municipal/City Social Welfare and Development Office, about the programs that the Department offers for the identified and profiled child laborers. A seminar was held each day for the participating municipalities.

Taytay Municipal Councilor Joan Marie Calderon joined the third leg of the seminar caravan, ensuring the participation of the Sangguniang Bayan on the initiatives of DOLE-Rizal Provincial Office against child labor in their locality.

"Sisiguraduhin natin 'yung partisipasyon para mapalakas pa 'yung pag-implementa na labanan 'yung child labor sa ating bayan. Kung kinakailangang gumawa ng mga task-force, kung ano po... 'yung council. Although mayroon po tayong Local Council for the Protection of Children, pero 'yung mas higit na tututok doon sa ating panawagan na ma-eliminate ang child labor, 'yan po 'yung gusto nating isulong," Calderon expressed.

Cllr. Calderon also heads the Committee on Social Services for Men, Women, Family and Children as well as the Committee on Education and Gender Equality. The councilor was joined by PESO managers and MSWDO staff in the said activity.

Meanwhile, PESO Manager Gina Pineda also hopes to strengthen the network with DOLE-Rizal by maintaining their line of communication as they are much more willing to help on the programs of the Department against child labor.

"Ang PESO ay open to help the DOLE-Provincial Child [Labor] Profiling. Maging open tayo sa communication. Kung ano man ang maitutulong namin at maitutulong ninyo, sana bukas tayo lagi sa communication," Pineda said.

Incoming City Mayor Casimiro "Jun" Ynares III also extends his gratitude to DOLE for the initiative in addressing the child labor cases in the country.

"We're very thankful na ang DOLE is on top of the situation. Alam naman natin ang sitwasyon dito sa Pilipinas given that we are a third world country. Madaming pamilya ang dumadanas ng hirap at hindi maiwasan na may mga pagkakataon na ang mga magulang ay nasasama ang kanilang mga anak sa trabaho na hindi ligtas para sa kanilang future."

The seminars were facilitated by Labor and Employment Officer Charmaine Baisa and Community Facilitator, Flint Gorospe. They discussed the salient points of RA 9231, and emphasized the difference between a child laborer and a working child.
