Recently, the Department of Labor and Employment Quezon Provincial Office (DOLE QPO) led by its Provincial Head Edwin T. Hernandez conducted an orientation on its programs and services with the newly organized Community Organizing Development Team (CODT) of the 59th Infantry Battalion of the Philippine Army. It was held at their Headquarters located in Brgy. Lual Barrio in Mauban, Quezon. The 59th IB is currently operating in the 1st and 2nd Districts of Quezon province and in the whole of Batangas.

According to LTCol. Ernesto R. Teneza Jr., Batallion Commander, the objective of the said initiative is to organize communities especially those located in resurgence areas within the unit’s area of operation by educating their personnel on matters relative to organizational development, employment and livelihood undertaking prior to their deployment. “It is high time that we bring development into the community instead of guns and bullets,” says Col. Teneza.

Orientation on community organizing and registration through the DOLE’s Workers Association program and Kabuhayan Program was facilitated by DOLE QPO’s Livelihood Focal Ohmar A. Lorena while Employment Focal Ms. Genecille P. Aguirre discussed the Special Program for the Employment of Students (SPES). Ms. Mayanne Unlayao, PESO Manager of Mauban was also present for other programs which former rebels can avail from the local government unit.


DOLE committed to provide livelihood assistance to former rebels as well as employment assistance to children of FRs who are in need of financial help to sustain their educational needs. PESO Mauban on the other hand, gave assurance to include the children of former rebels in their list of would be SPES beneficiaries for 2022.

DOLE QPO Head Edwin T. Hernandez thanked Battalion Commander Teneza for the initiative and PESO Manager Unlayao for the partnership of the local government unit she represents. “Indeed, our partnership is expected to promote peace in the locality especially now that we are preparing for the establishment of the biggest economic zone in the country in the Municipality of Mauban. Should our initiative be successful it will surely bolster peace and lasting development in the area and encourage other rebels to return to the fold of government and be productive citizen,” says Hernandez.
