DOLE CAVITE CONDUCTS ORIENTATION FOR NEWLY HIRED CHILD LABOR PROFILERS

The Department of Labor and Employment Cavite Provincial Office (DOLE CPO) recently hired nine (9) enumerators and two (2) encoders through the Government Internship Program (GIP) and Child Labor Prevention and Elimination Program (CLPEP). In preparation for their tasks, an orientation was conducted by DOLE CPO’s CLPEP Focal Person, Ms. Angelique E. Yaun and Community Facilitator, Ms. Dianne G. Digma.

The orientation entitled, "Universal Social Protection to End Child Labour" focused on a Philippine situationer on Child Labor as well as the salient features of R.A 9231, otherwise known as the "Elimination of Worst Forms of Child Labor". A short introduction about the Philippine Program Against Child Labor (PPACL) was also skimmed through, and how GIPs were employed through DOLE’s Child Labor Prevention and Elimination Program.

The orientation focused mainly on the difference between working child and child labor. The newly hires participated in a short game in which an image will be flashed and the participants will have to guess whether the image shown was of child work or child labor.

Ms. Digma discussed the roles of enumerators and encoders and a detailed explanation of the profiling tool that they will be using. She also presented about Data Gathering, Data Privacy, and Ethical Considerations when profiling child laborers.

The DOLE through its CLPEP aims to remove children from child labor particularly in its worst forms. The program contributes to the Philippine Program Against Child Labor of the national government interventions for eliminating or preventing child labor by promoting; child-focused actions, rights-based approach, results-based management, gender-responsiveness, cultural sensitivity, sustainable development, children and youth participation, good governance, decent work for all, community development, and inter-agency, tripartite and multi-sectoral collaboration.

In its effort to determine and locate child laborer, DOLE CPO through CLPEP, hired the GIPS to profile child laborer and to identify the children who will be referred to appropriate agencies and organizations for provision of necessary services and interventions to remove them from child labor.

The nine enumerators will cover three cities and five municipalities in the province of Cavite.
