As part of the thrusts of DOLE Regional Office No. IV-A (CALABARZON) on enhancing the capacities of our stakeholders, a benchmarking activity was facilitated by the Employment and Welfare Division on 23-25 August 2022 in Davao Region on their implementation of the JobStart Philippines Program.

The 24-member delegation headed by Chief Celia G. Ariola visited the Local Government Units of Panabo City, and Tagum City in Davao del Norte. During the visit, the delegates learned some localization strategies adopted by the 2 cities on the implementation of the training components under the program.


The delegates also learned of the invaluable support of local officials which includes augmentation of local funds to cover more beneficiaries on top of the support from DOLE. Furthermore, the promotion of inclusivity has also been one of the highlights as the delegates saw first-hand the participation of differently-abled persons during their life-skills training.

DOLE CALABARZON Regional Director Exequiel Ronie A. Guzman noted that “this benchmarking is vital for our region’s thrusts for the betterment of our program management initiative to guide our CALABARZON implementers document and use the strategies of other implementers as they propose local funds for the implementation and localization of the JobStart in their respective areas.”


Apart from the learning session, the delegates also visited the sites of selected partner employers including the Tagum Agricultural Development Company (TADECO), First Panabo Tropical Foods Corporation, TL Mabuhay, and McDonalds, among others.

In his message, DOLE Davao Regional Director Randolf C. Pensoy expressed his gratitude “for choosing Davao Region a place to learn and hoping that we could impart some information and strategies to our fellow employment partners in the implementation of the JobStart Program.”


The benchmarking was attended by Public Employment Service Officers and staff from the Local Government Units of General Trias City, Bacoor City, and Carmona, Cavite; Binan City, Cabuyao City, Calamba City, and Laguna Province; Antipolo City and Angono, Rizal; and Santo Tomas City, Batangas.
