DOLE CALABARZON through its Cavite Provincial Office (DOLE-CPO) intensified its campaign and advocacy on the Family Welfare Program (FWP) by conducting a one-day orientation and planning workshop for the covered establishments in the province of Cavite. Senior Labor and Employment Officers Ms. Ma. Angelique E. Yaun and Mr. Arthur L. Candare, along with Labor and Employment Officer III Ms. Joyce Ann Ruth G. Teaño, conducted the said orientation.
In this activity, participants not only learned about the fundamentals and basic concepts of FWP, but also took part in a planning workshop to identify the needs of the employees and of the organization. During the planning workshop, participants were tasked to propose activities and programs for each of the ten dimensions of FWP.
Ms. Yaun served as the resource speaker for the orientation part of the activity. She discussed FWP’s objectives which are: (1) to promote plant-level initiatives to contribute to the goals of the Philippine Population Management Program (PPMP), (2) to instill family planning and family welfare consciousness among labor and management, and (3) to establish the family welfare component as a major issue of concern and action of the Family Welfare Committee.
Afterwards, a brief discussion on Family Planning and Family Planning Methods was delivered by Mr. Candare and Ms. Teaño.
The DOLE FWP seeks to introduce the concept of promoting the welfare of workers and their families as a key to workplace productivity and improved worker-management relations. It is an advocacy program that draws corporate support in promoting workers’ quality of life by adopting a family-centered approach in the workplace. FWP is also a strategy in achieving DOLE’s vision of pursuing inclusive growth through decent and productive employment.
Under Department Order No. 56-03, the FWP is mandatory for all establishments employing more than 200 workers and for organized establishments regardless of the number of workers. Hence, all covered establishments inspected by the Labor Inspectors with no existing FWP in the workplace is subject to training and installation of the said program in their respective companies.
FWP is also one of the Department’s mechanisms to maintain harmonious relationship between the labor and the management. The program’s vision is to improve the quality of life of the workers, increase enterprise competitiveness and address work-life balance among companies.
