The Department of Labor and Employment Regional Office No. IV-A through its Quezon Provincial Office (DOLE-QPO) resolved a worker’s retirement benefit claim through the Single-Entry Approach (SEnA) Program.

DOLE IV-A Regional Director Atty. Ma. Karina B. Perida-Trayvilla commended the DOLE Quezon Provincial Office (DOLE QPO) for successfully resolving the retirement benefit claim of a retired teacher.

The request for assistance (RFA) involved Elda Acosta, 64, a former teacher in a private school based in Lucena City. She received her retirement benefits after she requested the assistance of the DOLE-QPO.

Acosta, of Brgy. Gulang-Gulang in Lucena City, retired from her job at the private school after more than twenty years of service. According to her, it took a long time for her former employer to release her retirement claims. On November 11, 2022, she went to the DOLE-QPO to request for assistance. Atty. Gear G. Arellano and Mr. Franz Raymond J. Aquino, the SEnA Desk Officers (SEADOs) of DOLE QPO attended to Acosta’s request. They explained the process of the SEnA program and assisted her in accomplishing the request for assistance form.

After the initial interview, the SEADOs set the schedule of conciliation-mediation conference between the requesting party and the responding company.

During the face-to-face conference, the SEADOs discussed the rules in granting retirement pay to workers as provided in the labor code. Her former employer agreed to amicably settle, resulting in the payment of her retirement pay in the amount of Php 181,827.00.

“Taos-puso ang aking pasasalamat sa inyo sa pagtulong sa akin upang mabilis na matugunan ang pagbabayad ng aking retirement pay. Magagamit ko po itong aking natanggap na retirement pay para pambili ng gamot at sa pangagailangan sa araw-araw ng aking pamilya. Ipagpatuloy po ninyo ang pagtugon sa mga kahilingan ng mga manggagawang katulad ko,” Acosta said as she thanked DOLE-QPO for the assistance. (My sincere thanks to you for helping me in the prompt payment of my retirement pay. I will use the retirement pay that I received to buy medicine and for the daily needs of our family. Please continue to respond to the needs of workers like me.)

According to RD Trayvilla, the goal of SEnA is to guarantee that both the employer and employee settle their issues within the limits of appropriate labor laws to ensure a more harmonious relationship which is necessary in the maintenance of industrial peace in the region.

“I commend the head of the DOLE Quezon Provincial Office, Mr. Edwin T. Hernandez and his staff for accepting the challenging task of making both the workers and employers understand and trust our SENA program. The reasonable and peaceful resolution of the issues of both the worker and employer is also worthy of commendation,” she said.

The SENA is a 30-day mandatory conciliation-mediation of labor issues to prevent them from ripening into full-blown labor cases. Through this process, parties are assisted in coming up with an amicable settlement of their labor issues, thereby preventing them from the more expensive, and tedious process of adversarial hearings. #####

Niresolba ng Department of Labor and Employment Regional Office No. IV-A (CALABARZON) sa pamamagitan ng Single-Entry Approach (SEnA) Program ng Quezon Provincial Office nito ang kahilingan ng isang manggagawa na makuha ang kaniyang benepisyo matapos ang kanyang pagreretiro.

Pinuri ni DOLE IV-A Regional Director Atty. Ma. Karina B. Perida-Trayvilla ang DOLE Quezon Provincial Office (DOLE QPO) sa matagumpay na pagresolba sa retirement benefit claim ng nasabing retiradong guro.

Ang request for assistance (RFA) ay dinala ni Elda Acosta, 64, dating guro sa isang pribadong paaralan na nakabase sa Lucena City. Natanggap niya ang kanyang retirement benefits matapos niyang hilingin ang tulong ng DOLE QPO.

Si Acosta ng Brgy. Gulang-Gulang sa Lucena City ay nagretiro sa kanyang trabaho sa pribadong paaralan matapos ang mahigit dalawampung taong serbisyo. Ayon sa kanya, matagal bago ibigay ng kanyang dating pinagtatrabahuhan ang kanyang retirement claims. Noong Nobyembre 11, 2022, nagtungo siya sa DOLE Quezon Provincial Office para humingi ng tulong. Sina Atty. Gear G. Arellano at G. Franz Raymond J. Aquino ang SEnA Desk Officers (SEADOs) ng DOLE QPO na tumanggap sa kahilingan ni Acosta. Ipinaliwanag nila ang proseso ng programa ng SEnA at tinulungan siya sa punan ang form para sa RFA.

Pagkatapos ng unang panayam, itinakda ng mga SEADO ang iskedyul ng conciliation-mediation conference sa pagitan ng humihiling na partido at ng tumutugon na kumpanya.

Sa face-to-face conference, tinalakay ng mga SEADO ang mga patakaran sa pagbibigay ng retirement pay sa mga manggagawa na nakasaad sa Labor Code. Pumayag ang may-ari ng paaralan na makipagkasundo nang maayos na nagresulta sa pagbabayad ng kanyang retirement pay sa halagang Php 181,827.00.

Ipagpatuloy po ninyo ang pagtugon sa mga kahilingan ng mga manggagawang katulad ko,” sabi ni Acosta sa sa pagpapasalamat sa DOLE QPO.

Ayon kay RD Trayvilla, ang layunin ng SEnA ay upang magarantiya na malutas ang isyu sa pagitan ng may-ari ng establisimyento at empleyado sa loob ng mga limitasyon ng naaangkop na batas sa paggawa upang matiyak ang mas maayos na relasyon na kinakailangan sa pagpapanatili ng kapayapaan sa mga industriya sa rehiyon.

“Muli, pinupuri ko ang pinuno ng DOLE Quezon Provincial Office, si G. Edwin T. Hernandez at ang kanyang mga tauhan sa pagtanggap sa mapanghamong gawain ng pagpapaunawa at upang pagkatiwalaan ng mga manggagawa at namumuhunan sa ating programang SENA. Ang makatwiran at mapayapang paglutas ng mga isyu ng dalawang panig ay karapat-dapat ding papurihan,” aniya.

Ang SENA ay isang 30-araw na mandatoryong conciliation-mediation ng mga isyu sa paggawa upang maiwasan na ang mga ito ay maging ganap na mga kaso sa paggawa. Sa pamamagitan ng prosesong ito, tinutulungan ang mga partido sa pagbuo ng isang mapayapang pag-aayos ng kanilang mga isyu sa paggawa, sa gayon ay pinipigilan sila sa mas mahal, at mahabang proseso ng mga pagdinig.
