Two strong typhoons with signals 4 and 5 hit the country on September 26, 2022 and October 27, 2022, respectively. With barely a month gap, these two typhoons ravaged and affected the province of Quezon leaving severe damage to property and livelihood. Thousands of informal workers especially in the island municipalities of Polillo as well as in the third and fourth districts of the province were left with almost nothing causing much loss to their source of income such as fishing, livestock and farming.

In response, the Department of Labor and Employment Region IV-A through its Quezon Provincial Office partnered with the Provincial Government of Quezon in the implementation of its emergency employment program through TUPAD or the Tulong Pangkabuhayan sa Ating Displaced/Disadvantaged workers. Around 10,250 beneficiaries from the island municipalities of Burdeos, Patnanungan and Panukulan benefitted from the program just right after the onslaught of super typhoon Karding.

DOLE CALABARZON Regional Director Atty. Ma. Karina B. Perida Trayvilla was present during the payout to personally oversee the distribution of salaries to TUPAD beneficiaries in Burdeos, Quezon on November 28 to December 3, 2022.

RD Trayvilla lauded the effort of the team from the Quezon Provincial Office headed by its Provincial Head Edwin T. Hernandez for braving the rough seas and bad weather just to deliver DOLE’s services to the affected families. RD Trayvilla’s visit coincided with Quezon Governor Dr. Angelina “Helen” Tan’s visitation of the five island municipalities of Jomalig, Patnanungan, Burdeos, Panukulan and Polillo to oversee the cash payout of TUPAD salaries and the province’s distribution of cash assistance.

TUPAD was also implemented by DOLE IV-A in the different municipalities of Districts 3 and 4 which was also ravaged by Typhoon Paeng in October 2022. Around 4,550 disadvantaged workers benefitted from the program which was also done in partnership with the Provincial Government of Quezon.

“Indeed, TUPAD is a very effective means in providing temporary employment to affected families of natural calamities. It may be short term but it can at least mitigate with the urgent needs of families affected by the recent typhoons,” says DOLE QPO Head Edwin T. Hernandez.

“We are glad to be part of the healing process of the TUPAD beneficiaries after losing their livelihood, their homes, and even their loved ones. I encouraged the beneficiaries to spend their salaries prudently and wisely by spending it on food, materials to build or repair their homes, and other essential needs,” Hernandez added.

Meanwhile, RD Trayvilla reminded the beneficiaries to be strong and resilient despite the adversities they are facing.

“Once the disaster is over, you won’t remember how you made it through and how you managed to survive. The Department of Labor and Employment will always be here to be your shelter during the strongest typhoons. We are always here to assist you,” RD Trayvilla said.

Dalawang malalakas na bagyo na may signal 4 at 5 ang tumama sa bansa noong Setyembre 26, 2022 at Oktubre 27, 2022, ayon sa pagkakabanggit. Sa halos isang buwang agwat, ang dalawang bagyong ito ay nanalasa at naapektuhan ang lalawigan ng Quezon na nag-iwan ng matinding pinsala sa ari-arian at kabuhayan ng mga mamamayan. Libu-libong impormal na manggagawa lalo na sa mga islang munisipalidad ng Polillo gayundin sa ikatlo at ikaapat na distrito ng lalawigan ay naiwang halos wala na nagdulot ng malaking pagbawas sa kanilang pinagkakakitaan tulad ng pangingisda, paghahayupan at pagsasaka.

Bilang tugon, nakipagtulungan ang Department of Labor and Employment Region IV-A sa pamamagitan ng Quezon Provincial Office nito sa Pamahalaang Panlalawigan ng Quezon sa pagpapatupad ng emergency employment program nito sa pamamagitan ng TUPAD o ang Tulong Pangkabuhayan sa Ating Displaced/Disadvantaged workers. Nasa 10,250 benepisyaryo mula sa islang munisipyo ng Burdeos, Patnanungan at Panukulan ang nakinabang sa programa pagkatapos lamang ng pananalasa ng super typhoon Karding.

Pinapurihan ni RD Trayvilla ang pagsisikap ng mga empleyado mula sa Quezon Provincial Office sa pamumuno ng Provincial Head nitong si Edwin T. Hernandez para sa katapangan na sagupain ang maalon na karagatan at masamang panahon para lamang maihatid ang serbisyo ng DOLE sa mga apektadong pamilya. Ang pagbisita ni RD Trayvilla ay kasabay din ng pagbisita ni Quezon Governor Dr. Angelina "Helen" Tan sa limang islang munisipalidad ng Jomalig, Patnanungan, Burdeos, Panukulan at Polillo upang pangasiwaan ang cash payout ng mga suweldo ng TUPAD at ang pamamahagi ng cash assistance ng probinsya.

Ang TUPAD ay ipinatupad din ng DOLE IV-A sa iba't ibang munisipalidad ng ikatlo at ikaapat na distrito na sinalanta rin ng Bagyong Paeng noong Oktubre 2022. Nasa 4,550 na manggagawa ang nakinabang sa programa na isinagawa din sa pakikipagtulungan ng Pamahalaang Panlalawigan ng Quezon.

“Ito ay patunay na ang TUPAD ay isang napaka-epektibong paraan sa pagbibigay ng pansamantalang trabaho sa mga pamilyang naapektuhan ng mga kalamidad. Maaaring ito ay panandalian ngunit maaari itong makatulong sa mga kagyat na pangangailangan ng mga pamilyang naapektuhan ng mga nagdaang bagyo,” sabi ni DOLE QPO Head Edwin T. Hernandez.

“Natutuwa kaming maging bahagi ng proseso ng paghilom ng mga benepisyaryo ng TUPAD matapos mawalan ng kabuhayan, tahanan, at maging ang kanilang mga mahal sa buhay. Hinihikayat ko ang mga benepisyaryo na gastusin ang kanilang mga suweldo nang maayos sa pamamagitan ng paggastos nito sa pagkain, mga materyales para sa pagtatayo o pagkukumpuni ng kanilang mga tahanan, at iba pang mahahalagang pangangailangan,” dagdag ni Hernandez.

Samantala, pinaalalahanan ni RD Trayvilla ang mga benepisyaryo na maging matatag sa kabila ng dagok na kinakaharap.

"Kapag natapos na ang sakuna, hindi mo na maaalala kung paano mo ito nalampasan at kung paano ka nakaligtas. Ang Department of Labor and Employment ay laging naririto upang maging inyong kanlungan sa panahon ng pinakamalakas na bagyo. Nandito kami palagi para tulungan kayo,” sabi ni RD Trayvilla.
