“We must triple our efforts in ensuring the health and safety of our workers in all the construction sites in the province of Quezon.”

This was the key point emphasized by DOLE Quezon Provincial Head Mr. Edwin T. Hernandez during the Consultation Dialogue with Partners, Stakeholders, and Contractors in the Construction Industry in Quezon held recently at Max’s Restaurant, Brgy. Isabang, Tayabas City, Quezon.

He said that the partners and stakeholders should also identify gaps and inconsistencies in the policies issued by other agencies.

“We need to conduct a review of the provisions so that we can make improvements to the way in which laws and policies relating to the safety and health of construction workers and implementers are put into practice,” Mr. Hernandez said.
 

During the dialogue, Engr. Rudelyn Bautista of DOLE Quezon explained the changes in the evaluation of the Construction Safety and Health Program (CSHP).

She stated that CSHP applicants from the initial evaluation must submit the lacking requirements within 15 days of the initial submission in order to avoid being recommended for disapproval.

“A disapproval letter will be issued to all completed projects and projects whose lacking requirements are not submitted within the 15-day period,” she emphasized.

She also reiterated that a set of detailed rules should cover the processes and practices that shall be utilized at a specific construction project site in conformity with the Occupational Safety and Health Standards (OSHS), including the personnel responsible and the penalties for violations.

“Section 12 of Department Order No. 198 states that the establishment shall ensure that the core elements of the OSH program are integrated into the company OSH program, such as management commitment and employee involvement, workplace risk assessment, hazard prevention and control, safety and health training and education, and OSH program evaluation,” she added.

The participants have brought up a number of issues, one of which is the issue on the filing of documentary requirements. For instance, in order to expedite the commencement of construction projects, it may be sufficient to only provide the notice of award (NOA).

Another concern is the signatures that are required for the application. For example, if the owner or manager is also the person in charge of safety or providing first aid to workers, will it be possible for him or her to sign for both positions, or would this compromise check and balance?

“All the issues have been taken into consideration and I will discuss your concerns at length with our Regional Director, who is a staunch advocate for instilling a culture of safety and health,” Mr. Hernandez explained.

The dialogue, which drew more than 40 participants from partner agencies and contractors, is the first dialogue of its kind organized by DOLE CALABARZON this year that seeks to solicit the support of the participants in creating a Construction Industry Tripartite Council in Quezon Province.

Representatives from the Department of the Interior and the Local Government of Quezon, as well as those from the Department of Public Works and Highways Engineering Districts 1, 2, 3, and 4 were present. In addition, the Technical Education and Skills Development Authority (TESDA) was represented by its Provincial Director Gerardo Marasigan.

“Dapat nating triplehin ang ating pagsisikap sa pagtiyak sa kalusugan at kaligtasan ng ating mga manggagawa sa lahat ng mga lugar ng konstruksyon sa lalawigan ng Quezon.”

Ito ang mahalagang punto na binigyang-diin ni DOLE Quezon Provincial Head G. Edwin T. Hernandez sa ginanap na Consultation Dialogue with Partners, Stakeholders, and Contractors in the Construction Industry sa Quezon kamakailan sa Max’s Restaurant, Brgy. Isabang, Tayabas City, Quezon.

Ayon din kay G. Hernandez, dapat ding tukuyin ng mga partners at stakeholders ang mga puwang at salungat na mga patakarang inilabas ng ibang ahensya.

"Kailangan nating magsagawa ng pagsusuri sa mga probisyon upang makagawa tayo ng mga pagpapabuti sa paraan kung saan ang mga batas at patakaran na may kaugnayan sa kaligtasan at kalusugan ng mga manggagawa sa konstruksyon at mga tagapagpatupad ay inilalapat," sabi ni G. Hernandez.

Sa diyalogo, sinabi ni Engr. Rudelyn Bautista ng DOLE Quezon ang mga pagbabago sa ebalwasyon ng Construction Safety and Health Program (CSHP).

Sinabi niya na ang mga aplikante ng CSHP mula sa paunang pagsusuri ay dapat magsumite ng mga kulang na mga kinakailangan dokumento sa loob ng 15 araw mula sa paunang pagsumite upang maiwasan na irekomenda para sa disapproval.

"Ang disapproval letter ay ilalabas sa lahat ng mga nakumpletong proyekto at proyekto na ang mga kakulangan sa mga kinakailangan ay hindi isinumite sa loob ng 15 araw," aniya.

Sinabi rin niya na ang isang hanay ng mga detalyadong patakaran ay dapat masakop ang mga proseso at kasanayan na dapat magamit sa isang tiyak na lugar ng proyekto ng konstruksyon alinsunod sa Occupational Safety and Health Standards (OSH), kasama na ang mga tauhan na may pananagutan at mga parusa para sa mga paglabag.

"Ang Sec. 12 ng Department Order No. 198 ay nagsasaad na ang establisimyento ay dapat matiyak na ang mga pangunahing elemento ay dapat isama sa OSH Program ng kompanya, tulad ng management commitment and employee involvement, workplace risk assessment, hazard prevention and control, safety and health training and education, and OSH program evaluation,” dagdag niya.

Ang mga dumalo sa diyalogo ay naglatag ng mga isyu, isa sa mga ito ay ang isyu sa pagsumite ng mga kinakailangan sa dokumentaryo. Halimbawa, upang mapabilis ang pagsisimula ng mga proyekto sa konstruksyon, maaaring sapat na upang magbigay lamang ng Notice of Award (NOA).

Ang isa pang isyu ay ang mga lagda na kinakailangan para sa aplikasyon. Halimbawa, kung ang may-ari o tagapamahala ay safety officer at first aider, posible ba para sa kanya na pumirma para sa parehong posisyon, o makokompromiso ang check and balance ang aplikasyon?

"Ang lahat ng mga isyu ay isinasaalang-alang at tatalakayin ko ito ng detalyado sa aming Regional Director, na kilalang tagapagtaguyod para sa pagpapanitili ng kultura ng kaligtasan at kalusugan," paliwanag ni G. Hernandez.

Ang diyalogo, na nakagpagtala ng higit sa 40 na mga nagsipagdalo mula sa mga ahensya pamahalaan, mga partners at contractors, ay ang unang pag-uusap na inorganisa ng DOLE CALABARZON sa taong ito na naglalayong kunin ang suporta ng mga dumalo sa paglikha ng isang Construction Industry Tripartite Council sa lalawigan ng Quezon.

Ang mga kinatawan mula sa Kagawaran ng Interyor at Pamahalaang Lokal ng Quezon, pati na rin ang mula sa Kagawaran ng mga Pagawain at Lansangang Bayan Engineering Districts 1, 2, 3, at 4 ay dumalo. Ang Pangasiwaan sa Edukasyong Teknikal at Pagpapaunlad ng Kasanayan ay kinatawan ng kanilang direktor para sa lalawigan na si Gerardo Marasigan.
