DOLE RO IV-A Launches Campaign for Child Labor-Free Barangays

DOLE RO IVA-OIC Regional Director Alex V. Avila encourages all stakeholders to work together to fight child labor in the region.

DOLE Regional Office No. 4A and DOLE Cavite, in partnership with the Department of the Interior and Local Government IV-A and DILG Cavite and other stakeholders, launched the Campaign for Child Labor-Free Barangays with the theme “Pagtutulungan. Pagpapalaya sa mga Batang Manggagawa” at Tagaytay Country Hotel Convention Center, Tagaytay City.

The activity was simultaneous in all DOLE offices nationwide as part of the 2012 Labor Day celebration. Said undertaking aimed to strengthen the implementation of DOLE Child Labor Prevention and Elimination Program which will transform selected priority barangays with high incidence of child labor into child labor-free barangays.

There were 217 participants who attended the launching composed of barangay chairpersons, barangay officials, SK chairpersons, child laborers, parents of child laborers and other major program partners in Region IV-A.

Some of the highlights of the event include: (1) symbolic turn-over of tools of trade in exchange for educational packages of child laborers from Cavite (make up kits for prostitution), Batangas (karet for sugarcane plantation work) and Rizal (vegetables and charcoal for street vending) provinces which identify the types of work of children; (2) awarding of livelihood certificates to selected parents of child laborers in Bgy. San Rafael (Rodriguez, Rizal), Bgy. KingFisher (Cavite City, Cavite), Bgy. Dao (Tuy, Batangas) as commitment of DOLE IV-A to provide sustainable livelihood assistance to them; (3) signing of Deklarasyon ng Paninindigan by the barangay chairpersons and officials, local government agencies, partner NGOs and other stakeholders which will ensure that they will work together for child labor-free barangays in the region.

The tools of trade were turned-over by the 17 child laborers to DOLE RO IVA-OIC Regional Director Alex V. Avila together with barangay chairpersons and officials of each province to symbolize that they will not be engaged in hazardous work and that DOLE with the assistance of the barangay officials will commit to provide them with educational assistance.

An advocacy for the Barangay Council for the Protection of Children (BCPC) then followed in the afternoon. Topics on Republic Act 9231 (An Act for the Elimination of the Worst Forms of Child Labor), Republic Act 9208 (Anti-trafficking in Persons Act of 2003), Republic Act 10022 (Migrant Workers and Overseas Filipino Act of 1995) and BCPC Functionalities were discussed by speakers from DOLE Cavite, Department of Justice-National Prosecutors Office IV, Philippine Overseas and Employment Administration and Department of the Interior and Local Government (DILG) Cavite.

An open forum followed participated in by the barangay chairpersons/officials, SK chairpersons and local program partners.
