Quezon PESO Federation at its B.E.S.T.

People say that leaders are born; some believe they are made. This is an example in Psychology of the nature-nurture argument which discusses that behavior is either inherited or acquired. As Managers and Staff of the Public Employment Service Office (PESO), either by choice or by chance, it is imperative that they have set of competencies to carry out their duties and obligations relevant to employment facilitation. It is in this light that the DOLE Quezon Provincial Office and the Quezon Federation of Public Employment Service Officers, Inc. jointly came up with its Basic Employment Services Training (BEST).

A total of thirty-five (35) PESO Managers and Staff across the province of Quezon gathered on May 23, 2017 at Villa Paraiso Hotel & Restaurant, Calauag, Quezon and on May 24-25, 2017 at Playa de Lucia Bayview Hotel & Restaurant, Atimonan, Quezon.

The three day activity started with a welcome message from Mayor Luisito Visorde of Calauag, Quezon who hosted the first day of the activity. Regional Director Ma. Zenaida A. Angara Campita, on the other hand, provided an overview of the employment situationer in the CALABARZON region. In her message, RD Campita mentioned the significant role of PESO not only on its core functions but also on expanded services such as the marching order to end unlawful practices of contractualization.

Participants to PESO Quezon Federation Basic Employment Services Training (BEST) held on May 23-25, 2017 in Calauag and Atimonan, Quezon. Joining them are RD Zeny Campita, QPO Head Edwin T. Hernandez, QPO Employment Focal Genecille P. Aguirre.

On the second day of the training, Atimonan Mayor Rustico Joven Mendoza welcomed the PESO Managers and Staff with emphasis on their significant and challenging role as employment facilitators. Mayor Mendoza prompted them to be competent and innovative so that they could improve human resources and their services to clients. He also shared his vision on empowering both wage employment and livelihood activities within the locality so that job seekers would not need to migrate to other provinces and/or countries. He hoped this would be the same aspiration among other cities and municipalities in the province.

The seminar focused on the Nature of Public Employment Service, Concepts, Guidelines and Methodologies on Job Referral & Placement, Labor Market Information, Career Guidance and Employment Coaching, Job Fair, Anti-Illegal Recruitment, Livelihood and Welfare Services to Filipino Workers. Members of the DOLE ROIV-A’s Employment team, Misses Abby Gilpo of Rizal Provincial Office, Amy Hernandez and Iris Prieto of TSSD Employment and Welfare and Genecille Aguirre of Quezon Provincial Office acted as resource speakers. Also with them were guest speakers, Mr. Iris Mente, Secretary of CALABARZON Advocates for Career and Education Support, Inc., Ms. Marita Ablis of the Overseas Workers Welfare Administration Regional Welfare Office IV-A, and Atty. Hernando Reyes of the Philippine Overseas Employment Administration.

The training was concluded with words of appreciation and motivation from QPO Head Edwin T. Hernandez, “with competent PESO Managers and Staff, the Department is ensured that its programs and services will be highly managed and delivered to the Quezonians.”
