CALABARZON PESOs Conduct Mid-Year Performance Assessment

Mr. Ian J. Ticar of Bureau of Local Employment capacitates the PES Officers on the recent policy changes relating to PESOs and its functions

In the pursuit of better employment facilitation services for our constituents in the region, the Department of Labor and Employment continually strengthen its ties with partners such as the Region IV-A Alliance of Public Employment Service Officers (RAPESO), Inc. Ever since, the PESOs have been an active conduit of the Department in the provision of its programs and services, particularly in employment promotion.

This year, the PESOs of the region conducted its mid-year performance assessment to determine whether the PESO’s accomplishments are being materialized vis-à-vis their annual targets. The activity was held last 09-11 August 2017 at Bakasyunan Resort and Conference Center, Sitio Balimbing, Brgy. Plaza Aldea, Municipality of Tanay, Rizal.

As part of the preliminaries, students from University of Rizal System led the invocation and the singing of the Philippine National Anthem through a graceful interpretative dance and role play.

Ms. Marivic B. Martinez of DOLE Rizal Provincial Office, being the head of the host province, formally welcome the participants of the three-day event. Meanwhile, Dr. Reynaldo H. San Juan, Jr., Vice Governor of the Province of Rizal also delivered an address which centered on the support of the Provincial Government to the undertakings of the PESOs.

 

Students from Cuyambay National High School also serenaded the participants by a music played through bamboo-made instruments.

To further enhance the capacities of the PES Officers, a learning session was also conducted on the updates in terms of policy considerations particularly the revised PESO Act (RA 10691), revised SPES Act (RA 10917) and revised Manual for Search for Best PESO. The topics were delivered by Mr. Ian J. Ticar, Sr. Labor and Employment Officer and PESO Focal Person of the Bureau of Local Employment. The PES Officers and Staff was enlightened on the pressing issues on PESO institutionalization.

On the night of the first day, the conferment ceremony for the 2016 Best PESOs was held. PES Officers and Staffs were present to accept the plaque in grateful recognition of their accomplishments and hardships of the previous year. The awarding ceremony also served as an avenue to promote passion to other PESOs, and with their performance, encourage them to vie for next year’s search. Regional Best PESO Award was conferred by no other than DOLE Region IV-A Director Ma. Zenaida A. Angara-Campita, OIC-Asst. Regional Director Francis A. Gonzalo, Jr., and RAPESO President Mr. Ariel M. Mugol, to the following:

Provincial PESO of Rizal headed by Ms. Cecilia F. Diaz

 Component City Category
City PESO of Biñan, Laguna headed by Mr. Romualdo A. Garcia

 1st to 2nd Class Municipality Category
Municipal PESO of Angono, Rizal headed by Mr. Joulhlan S. Aralar

 3rd to 4th Class Municipality Category
Municipal PESO of Pila, Laguna headed by Mr. Jayson D. Palasin

 Educational Institution Category
University of Batangas Community Relations, Alumni and Placement Office (CAPO) headed by Ms. Anna Louisa L. Cauntay

The awardees gained the official nomination of the CALABARZON Region to vie for the National Search for Best PESO. “Go for the win!” Director Campita enthusiastically cheered for the national nominees. Furthermore, an awarding of Top Performing PESOs was also held to recognize their accomplishments on Referral and Placement, Provision of Labor Market Information, Career Guidance and Employment Coaching and Conduct of Jobs Fair. The night concluded with a dance party induced by the live band.

The second day started with an ice breaker prepared by the Employment Unit of the Regional Office. The game is intended not only for the PES Officers and staff to be energized, but also to assess whether they have learned a thing or two on the learning sessions of the previous day.

Following the game, the PESO Hour was called to order by Mr. Ariel M. Mugol and to determine whether the body will be able to make valid decisions, RAPESO Secretary Mr. Joulhlan S. Aralar led the declaration of the quorum. The PESO Hour centered on the forthcoming 17th National PESO Congress to be held at the Province of Isabela. Mr. Mugol discussed to the body certain advisories from the BLE and PESOMAP.

As a group, the ties between and among the PES Officers and staffs shall also be built, and for the purpose, a team building activity was prepared by the host province facilitated through the staff of the conference center where the joint efforts of Quezon and Laguna group dominated.

Ms. Naomi N. Hernandez, PESO Focal Person of Region IV-A, led the presentation of the accomplishments of the PESOs per province. Furthermore, to assess the factors contributing to the attainment and non-attainment of the 50% target accomplishment, break-out sessions will be done during the meetings of the provincial federations.

The 2017 PESO-MYPA served as a great opportunity for the PESOs to internalize whether or not their efforts are sufficient to attain the targets lodged to them. Also, it is a time for them to link with other PESOs in sharing of best practices and other strategies. Aside from usual functions on employment facilitation, it also served as days of recreation and fellowship among the PESOs in the region.
