DOLE IV-A BROADENS TIE-UP FOR PESO INSTITUTIONALIZATION ADVOCACY
OIC-Assistant Regional Director Nepomuceno A. Leaño II graces the activity as he delivers the Opening Message and direction setting for the Orientation on PESO Institutionalization.

STO. TOMAS, Batangas – The Department of Labor and Employment Regional Office IV-A, being true to its commitment in intensifying advocacies on PESO institutionalization, adopts a strategy shift as it recognizes other enablers [aside from PESO Managers and Local Chief Executives] who may play a crucial role in attaining our objective of institutionalizing all LGU-PESOs in the region.

Success can be attained through concerted efforts. Ms. Naomi N. Hernandez, DOLE IV-A regional employment focal person, highlights the role of each agency in PESO Institutionalization and encourages the participants to lobby for their respective LCE’s support for the feat.

DOLE CALABARZON OIC- Assistant Regional Director Nepomuceno A. Leaño II graced the activity by delivering the Opening Message. With emphasis given to the indispensable roles of the PESOs in employment facilitation, OIC-ARD Leaño was able to set the mood and direction of the activity.

Meat of the matter followed right after the Opening Message. Ms. Naomi N. Hernandez, regional employment focal person, led the discussion by giving a glimpse on the gist of employment facilitation services; the historical background and related legislations that paved the way to the creation of PESO; the PESO and its core functions; the programs of the Department, which are brought closer to the clienteles at the grassroots level through the PESOs.

More importantly, topics on PESO Institutionalization by virtue of Republic Act No. 10691, amending Republic Act No. 8759 or PESO Act of 1999 was given more attention – the salient features of the law starting from the delineation of roles of the Department, the LGU and the NGOs in the establishment and operation of PESO and the operation of JPOs in Educational Institutions, up to the creation of permanent plantilla positions for PESO personnel; personnel structure of the LGU PESO; PESO personnel positions and the corresponding salary grades.

Mr. Carlito D. Priola, Municipal Budget Officer of LGU-Pagsanjan, Laguna, recommended that a Joint Memorandum Circular (JMC) among DILG, DBM, CSC, and DOLE embodying the salient features of RA 10691 be crafted and cascaded to all LGUs as this could enforce the implementation and fast track the attainment of desired outcome of said law. All other participants concurred with Mr. Priola’s suggestion.


Putting fragmented ideas into concrete plan of action. Participants are engrossed in crafting their own action plans leading to the institutionalization of the PESOs in their respective LGUs.

After the discussion, the participants were also given an opportune time to prepare a Plan of Action leading to the institutionalization of the PESOs in their respective LGUs.

To officially conclude the activity, Chief Imelda B. Decipeda of TSSD for Employment and Welfare delivered the closing remarks extending utmost gratitude for the LGU’s support to the Department’s programs, particularly on the PESO Institutionalization.

Attended by some 32 Planning Officers and Budget Officers of selected uninstitutionalized LGU-PESOs throughout the region, the Orientation on PESO Institutionalization held on 23 August 2018, at the Microtel Inn and Suites by Wyndham, Sto. Tomas, Batangas, yielded desirable outputs worthy of consideration, which could help translate our conscientious campaigns into action.
