The Sectoral Unification Capacity Building Empowerment and Mobilization Cluster of the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) during its first organizational meeting initiated by its lead convenor, DOLE Quezon, held on November 26, 2019 at Real, Quezon. In support to the peace development effort of the administration embodied at Executive Order No. 70 series of 2018, the Provincial Governor of Quezon, the Honorable Danilo Suarez, issued Executive Order No. 43 series of 2019 which restructured the Quezon Multi Inter-Agency Task Force for Peace and Prosperity into the Provincial Task Force To End Local Communist Armed Conflict also known as PTF-ELCAC.

One of the powers and functions of the PTF ELCAC is to localize the 12 clusters or line of efforts designed to provide catch-up socio economic development projects and livelihood programs in conflict affected and vulnerable areas. DOLE is one of the national agencies designated to take the lead in one of its clusters.

On November 26, 2019, DOLE Quezon took the initiative to convene for the first time the Sectoral Unification Capacity Building Empowerment and Mobilization cluster. It was held at the new municipal building of Real, Quezon and it was attended by 45 participants coming from the ranks of local PIA, DILG, DEPED, Provincial Social Welfare Office, AFP, the Philippine National Police, power plant owners and contractors. The Local Chief Executive of Real, Hon. Diana Abigail D. Aquino also actively participated in the discussions.

The focus of the first unification cluster meeting was to address the concerns of the workers in the mini-hydro power plant projects of Real and Mauban in Quezon. For DOLE being the cluster convenor, power plants are vital institutions that need special attention and protection especially by the military.

During the meeting several issues related to the concerns of the workers which are prone to exploitation were raised and addressed by the cluster members. Agreements were also reached relative to information sharing and policy review in the area of employment generation and protection of workers’ rights. For the part of the police and the military, the same commit to provide additional security to the sites of on-going power plant construction.
