Rizal Province hosts 2019 PESO YEPA
DOLE Officials, Director Satumba and the 144 participants

The Department of Labor and Employment (DOLE) IVA together with the Public Employment Service Office (PESO) of CALABARZON conducted its three-day Year-End Performance Assessment for the year 2019 on 29-31 January 2020 at Eugenio Lopez Center, Antipolo City, Rizal with the theme “PESO ay Pagtibayin Disenteng Trabaho ang Hangarin”.

For this year, the province of Rizal hosted the said event spearheaded by the PESO Managers of Rizal with the help of some DOLE-Rizal Provincial Office employees. The Year-End Planning and Assessment is an annual gathering of PESO managers and staff in the whole region of CALABARZON wherein their performances are assessed vis-à-vis their targets. It is also a venue for the PESO managers and DOLE personnel to share individual and institutional experiences as partners in promotion of employment opportunities in their respective provinces. A series of learning sessions were also conducted to capacitate the said employees.

President of Regional Alliance of Public Employment Service Office IV-A Mr. Romualdo A. Garcia acknowledged the 144 participants coming from the provinces of Cavite, Laguna, Batangas, Quezon and the host province Rizal as well as the officials and employees of DOLE IV-A. Councilor Enrico de Guzman delivered the message of Antipolo City Mayor Andrea B. Ynares. Ms. Marivic B. Martinez, OIC of DOLE-Rizal Provincial Office opened the activity while promoting and showcasing various products and tourist spots in the Province of Rizal. She also acknowledged the presence of the participants from Batangas for still participating despite the calamity that happened in Taal. Among the officials of the Province of Rizal who delivered their messages were Atty. Romeo Acop, former Representative of 2nd District of Antipolo, Congressman Juan Fidel Felipe Nograles, Representative of 2nd District of Rizal, and Vice Governor Reynaldo San Juan. Atty. Nepomuceno Leaño II, OIC Assistant Regional Director of DOLE IV-A also delivered his message for the participants.

Ms. Lovelaine Basillote, Executive Director of Philippine Business for Education, started the learning discussion. She discussed the topic “Policy Reforms Towards Decent Employment” where Ms. Basillote thoroughly discussed the laws on employment in the Philippines. A fellow from the Institute of Labor Studies, Ms. Ahmma Charisma Satumba who is the current Executive Director III, talked about “Gearing Up for the Future of Work: Harnessing Challenges and Opportunities of the Fourth Industrial Revolution”, where she differentiated the different industrial resolutions and its impact to employment. For the second day, the Bureau of Local Employment discussed “Communicating LMI through Career Guidance” and “Training Regulation of PES NC IV” which are both essential topics for the PESO Managers as these are the core functions of PESOs. Lastly, R.A. No. 8759 as amended by R.A. No. 10691 which stated the qualification standards for PESO positions in the Local Government Units was discussed by Director Rodolfo Encajonado who is the current Director IV of Human Resource Policies and Standards of the Civil Service Commission (CSC).

Awarding of the top performers for the year 2019 also took place during the activity. Among the awards given, top performer for referral and placement were given to the Angono, San Mateo and Taytay, Rizal.

The activity ended with the closing remarks delivered by Mr. Teodoro Trinidad, PESO Manager of Morong and President or Rizal Federation of PESO.
