DOLE CALABARZON launches online system for frontline services

To respond to the challenges brought about by the COVID-19 pandemic, the Department of Labor and Employment Region IV-A (DOLE IV-A) leverages on the networked public and the cyberspace by conceiving new systems, new ways to communicate and new approaches to simplify its processes while observing alternative work arrangement and other health and safety protocols.

“In a networked world, our connectivity can be used as an advantage in order to minimize work disruption, to share information and still keeping our clients and employees safe,” DOLE IV-A Regional Director Henry John S. Jalbuena mentioned.

“We developed online services to prevent the spread of COVID-19 in the CALABARZON region by conducting social distancing measure and to maintain cleanliness and orderliness in all our offices,” Director Jalbuena added.

One of the initiatives under the DOLE IV-A Online Services is the DOLE IV-A Client Appointment System or DCAS. It is an online appointment scheduler that allows clients to schedule appointments through an online portal which can be accessed through

One of the objectives of this system is to reduce congestion in the DOLE IV-A Regional Office as well as in its Provincial Offices especially during the COVID-19 pandemic to prevent people from gathering inside the offices in line with social distancing measures.

Director Jalbuena highlighted that one of the reasons for launching this system is to slash the long queues in the offices of DOLE IV-A, by providing an easy-to-navigate, faster and more convenient way to schedule an appointment.

In DCAS, a client shall be given an allotment of one (1) hour per appointment during Mondays, Wednesday and Fridays which starts at 8:00AM. Hearings, conferences, meetings, teleconferencing and release of documents or permits shall be scheduled on Tuesdays and Thursdays.

Walk-in guests will still be accommodated. However, those with online appointments will be prioritized.

Another initiative is the AEP Online Application System. It is an online portal wherein clients requesting for Alien Employment Permits (AEP) shall submit their applications including pertinent documents for evaluation purposes.

It is believed that this online system will make it easier for AEP clients in CALABARZON to apply for permits or request for Certificate of Exclusion. This also aims to get rid of the long hours of waiting in applying for AEP.

This system is capable of validating and authenticating the submitted application forms and other documents such as Certified True Copy of passport bio page, Notarized Contract of Employment or Secretary’s Certificate, Mayor’s Permit, SEC General Information Sheet and PAGCOR Authorization to Operate for POGO applicants.

Clients shall be notified should there be incomplete and/or inconsistent documents and the same shall be complied prior to the issuance of Order of Payment.

The client shall receive a confirmation receipt of his/her application. The evaluator shall notify the client on the approval of the application, date of publication, submission of all the hard copy documents, payment and release of the AEP card or Certificate of Exclusion.

These new digital services will be accessible on desktops, laptops and mobile devices to provide a better client experience allowing them to make appointments for transactional services at their preferred time and location in a simple and standardized way.

DOLE IV-A will continue to develop new tools to cushion the impact of COVID-19 on society and to improve its online services so that the public will still have access to their programs and services while the pandemic persists. Over the coming weeks and months, DOLE IV-A will be going deeper into the solutions technology can offer.
